Russia and China Trade Battlefield Know-How for Tech in Bid to Neutralize Starlink

A joint investigation by The Insider, Der Spiegel, and Le Monde has uncovered classified documents detailing an extensive military cooperation program between Russia and China aimed at disabling Elon Musk's Starlink satellite network. Defense News reported that the plans include jamming, cyberattacks, and even physical destruction of satellites, marking a significant escalation in the two countries' technological alliance against Ukraine.
At the heart of the partnership is a strategic exchange: Russia brings frontline battlefield experience from the war in Ukraine, while China supplies advanced technology. Semafor noted that this arrangement enables both nations to build weapons that neither could develop alone. As the investigation highlighted, "the partnership involves Russia contributing battlefield experience in exchange for Chinese technology, enabling both countries to build weapons neither could develop alone."
The collaboration includes developing Starlink-specific malware and jamming devices, according to Semafor. These tools are designed to counter Ukrainian drone operations that rely heavily on the satellite network for connectivity and targeting. Defense News characterized the program as an "extensive military-technical cooperation program" that goes beyond mere intelligence sharing into active development of countermeasures.
One key aim is to maintain China's plausible deniability while still benefiting from the joint work. Semafor reported that the cooperation is structured to "maintaining China's plausible deniability" even as both countries work in tandem to undermine Starlink's effectiveness on the battlefield. This arrangement allows Beijing to avoid direct attribution while its technology is deployed against Ukrainian forces.
The revelations underscore a deepening Russia-China military axis, with Starlink emerging as a primary target. As the investigation demonstrates, the two powers are pooling resources to neutralize a system that has become a critical component of Ukraine's military communications and drone warfare capabilities.
