This legislation is like using a sledgehammer to hammer in a nail. Teens are seriously injured or killed while cycling, skiing, skateboarding, swimming, riding in cars, and playing contact sports. The answer to these risks is not to ban them from these activities, it's to teach them about the risks and require them to use proper equipment. Teens have been sexually abused by priests, teachers, coaches, neighbours, and scout leaders. Yet we don't ban teens from church, schools, sports or scouts. We educate them about the risks and expect these groups to screen for predators.
