Barcelona Mayor Jaume Collboni announced that the city's government commission will approve the executive project for the new Emergency Operations Coordination Centre (Cecor) at the Three Chimneys of Paral·lel this Thursday, setting the stage for construction to begin in early 2027. The long-awaited move caps a six-year negotiation process for the historic industrial site, according to Ara.

The facility is expected to be structurally complete by the end of 2028, with additional months needed for interior fit-out and operational setup before the centre can actually begin coordinating emergency responses from its new home. Collboni outlined the timeline during a Monday announcement, Ara reported.

"It took six years to negotiate the agreement that made it possible, and, if all goes well, it will have taken almost six more to have the new Barcelona Emergency Operations Coordination Centre (Cecor) ready."

The mayor's timeline means the full transition from planning to a functioning emergency hub will span roughly a dozen years from the start of negotiations to the moment the building is operational. Ara noted that the works will begin in the first quarter of 2027 and the building will be completed by the end of 2028, with the necessary transfer and activation taking a few more months.

The Three Chimneys, a landmark industrial building in the Paral·lel district, will be repurposed to house the Cecor, centralizing the city's emergency coordination in a space that has long been the subject of redevelopment discussions. According to Ara, the approval of the executive project this Thursday is the formal step that transforms years of talks into a concrete construction plan.
