TRAI’s decision to restrict caller identification apps from displaying information of calls from the 140 and 1600 series has raised concerns among Truecaller and users, resurrecting the discussion on spam control and consumer trust in telecom communications.In a bid to help consumers differentiate between legitimate business messages and unwanted telemarketing calls, the Department of Telecommunications (DoT) launched the 1600 series in May 2025 for banks, financial institutions and insurance companies to make service and transactional calls. Meanwhile, the 140 series was designated for promotional and telemarketing communications.However, according to Truecaller CEO Rishit Jhunjhunwala, the policy created an unintended consequence when TRAI directed caller ID apps not to display community-reported spam information for numbers using the 140 and 1600 series. He argued that the restriction has reduced transparency for consumers and made it harder for users to identify unwanted calls.In a post on X, Jhunjhunwala said more than 51 million calls from 140 and 1600 numbers go unanswered every day, with Truecaller data showing that users ignored 81% of 140-series calls and 79% of 1600-series calls over the past eight months. He claimed that the inability to flag such numbers as spam has undermined the original intent behind the numbering system.According to the executive, consumer frustration has increased as some businesses have allegedly begun using 1600-series numbers for promotional activities rather than strictly transactional or service-related communication. He said blocking actions against 1600-series numbers have risen 208% since October 2025, while Truecaller users manually blocked around 7.4 crore calls from such numbers during the period.Wondering why spam calls have increased SIGNIFICANTLY in India recently? We find this unacceptable. Penalize the bad actors, not the ones like Truecaller that make a significant positive impact," he wrote.However, Jhunjhunwala said TRAI is now seeking additional powers through the Ministry of Electronics and Information Technology (MeitY) to regulate caller ID applications and potentially restrict them from displaying any community-based information related to 140 and 1600 number series.Industry observers say the issue highlights a broader challenge facing regulators: balancing the need to protect legitimate business communication channels while giving consumers enough information to make informed decisions about incoming calls. If caller identification apps are restricted further, users may become even more reluctant to answer calls from official institutions, potentially affecting customer communication for banks, insurers and other regulated entities.The 1600 numbering initiative has already been adopted by hundreds of organizations regulated by bodies including the RBI, SEBI, IRDAI and PFRDA. According to government data cited in the report, around 570 entities had adopted the series and subscribed to more than 3,000 numbers.
