The Kremlin has confirmed what would have been unthinkable a year ago: Russia, the world's second-largest crude exporter, now has to import gasoline to keep its own pumps running. Ukraine's strikes have pushed refining below demand since May, independent stations are charging over 100 rubles a liter for the first time, and some are running out of fuel entirely. Putin spent weeks insisting the shortage wasn't critical. The scramble to buy fuel abroad tells a very different story.
