Today, Thursday 9th July 2026, an interim report on the progress of the Timms Review was published, finding that PIP is “not fit for purpose.” There are no surprises for Disabled people in the content of the interim report, but huge questions remain about where the Review is heading. As it stands, the report is a summary of findings, including an analysis of the over 38,000 responses to the call for evidence. The Report highlights: The inadequate levels at which PIP is paid The flawed eligibility process, which doesn’t enable Disabled people to fully express the challenges we face The hostile and cumbersome processes, which often begin from a place of disbelief The changing context, including decline in public services and support and steep increases in the cost of living PIP is a highly valued benefit, which makes a contribution to the additional disability-related costs faced by Disabled children and working-age adults. According to Scope’s research , Disabled households need an extra £1,095 each month on average, just to have the same standard of living as non-disabled households. Whilst many Disabled people will recognise the truth of the Review’s findings, it is very unclear where the Review recommendations are heading. The Review was introduced following the Government’s failed attempt to massively restrict eligibility for PIP, which would have resulted in cutting millions out of receiving this vital benefit. Whilst the Government states that the recommendations need to stay within the projected budget envelope (already curtailing the scope of future recommendations), the Secretary of State has said that he doesn’t rule out cutting the PIP budget. Naturally, this will limit any recommendations or improvements to the system. It also demonstrates the clear political choice the Government is making, as this comes alongside Starmer’s pledge of £15 billion in military spending over the next four years. The Government’s approach to social security for Disabled people has so far been punitive, with 50% of the health component of Universal Credit having been cut for new claimants from April 2026 and harsh cuts to the Motability Scheme introduced. Government continues to make unfounded claims about the “spiralling” costs of welfare and has an “us and them” approach to Disabled people. With the hostile political backdrop, Disabled people are fully justified in being concerned about the scope of the Review recommendations, which is set to be published this autumn.
