Paraguay launches first large-scale solar tender, diversifying beyond hydropower

Paraguay's National Electricity Administration (ANDE) has launched its first large-scale solar photovoltaic tender for the 140 MW Loma Plata Solar Power Plant in the Boquerón department. The project, backed by Law No. 7599/2025 and supported by the World Bank, will connect to the National Interconnected System via a 220 kV substation. This marks a historic shift for Paraguay, which has long relied almost exclusively on hydropower (primarily from the Itaipu and Yacyretá dams), as the country begins diversifying its electricity mix. The tender includes engineering, construction, operation, and maintenance of the solar plant and transmission infrastructure, and opens the door to long-term renewable PPAs and future hybrid solar-plus-storage developments.
